Amnesty International, the International Commission of Jurists, Human Rights Watch, the International Federation for Human Rights (FIDH), Dignity International, and Article 19 welcome the first official consultation between ASEAN Intergovernmental Commission on Human Rights (AICHR) and civil society organisations (CSOs) on the ASEAN Human Rights Declaration (AHRD), which is due to take place in Kuala Lumpur on June 22, 2012 at the Ritz Carlton Hotel.

(Bangkok, 26 April 2012) The performance of the ASEAN Intergovernmental Commission on Human Rights (AICHR) has been disappointing and wanting, epitomized by the lack of transparency, failure to consult with civil society organizations and no demonstrable progress in protecting and promoting human rights, according to a civil society assessment report on the performance of the AICHR for the period of October 2010 to December 2011.

(16 April 2012, Bangkok) The ASEAN human rights Commission appears to plan a one-off, token “consultation” with civil society, and only after it will have finalized, most if not all, the ASEAN Human Rights Declaration – this is outrageous and utterly unacceptable, said the Solidarity for Asian People’s Advocacy Task Force on ASEAN and Human Rights (SAPA TFAHR), a coalition of non-governmental organizations in Southeast Asia.

Paris-Bangkok, 6 March 2012. The ASEAN Intergovernmental Commission on Human Rights (AICHR) will meet in Jakarta this week to continue the drafting of a new human rights instrument, the ASEAN Human Rights Declaration (AHRD). Up to now, this drafting process has been characterized by opacity, absence of broad engagement with civil society, and fears that this declaration may contradict international human rights standards. The eventual text is expected to be adopted by ASEAN leaders at the Summit in November 2012 in Phnom Penh.
