The military government Monday defended the expenditure of 20.9 million baht for the junta’s No. 2 general and his entourage to fly to an informal discussion with American military in Hawaii last week. The cost, which included 600,000 baht for in-flight dining, was to fly deputy junta chief Prawit Wongsuwan, also a former Defense Minister, and his entourage of 38 officials to Honolulu to attend the “ASEAN-US Defense Informal Meeting” from Thursday to Saturday, according to government records.

The Defence Ministry has given a green light to the plan to establish an ‘Army Cyber Centre’ to boost the military’s online defence capacity and deal with online threats against national security.   Maj Gen Kongcheep Tantrawanich, spokesperson of the Ministry of Defence, announced on Monday, 22 August 2016, that the ministry has approved a draft bill called ‘2017-2021 Cyber for National Defence’, the BBC Thai reported.

After settling on a controversial plan to spend 36 billion baht on submarines, the Thai junta deputy head has announced that the regime will buy more tanks from China. Gen Prawit Wongsuwan, the deputy junta head and Defence Minister, on Wednesday announced that the Thai military will buy more tanks from China after Andrii Beshta, Ambassador of Ukraine to Thailand, informed the authorities that the delivery of the OPLOT tanks, which Thailand has already ordered, will be delayed, the Thai News Agency reported.

The Civil Court has dismissed a case filed against the Defence Ministry, the Royal Thai Army and the Prime Minister's Office over the death of a Karen private who was allegedly tortured in a military base shortly before his death.

After the Defence Ministry gave the green light to the Cyber Security Bill yesterday, human rights organizations urged the government to reveal details of the bill for public scrutiny. Amnesty International (AI), iLaw, an internet based human rights advocacy group, and Thai Netizen Network (TNN), a civil society group advocating internet freedom, on Tuesday, 1 March 2016, issued a joint statement to demand that the authorities disclose to the public the Cyber Security Bill, the Protection of Personal Information Bill, and the amended draft of the Computer Crime Act.

An international think tank monitoring corruption has revealed in its latest report that Thailand’s defence spending is among the least transparent in the world, especially since the 2014 coup d’état. According to the 2015 Government Defence Anti-Corruption Index (GI) compiled by Transparency International, Thailand’s defence spending is graded ‘E’ in an index with grades ranging from ‘A’ for best practice to ‘F’ for the worst.

A mother is suing the Thai Ministry of Defence and the Royal Thai Army over the death of her son, who was allegedly tortured by army officers shortly before his death.     According the Cross Cultural Foundation (CrCf), a CSO promoting human rights and cultural diversity, on Wednesday morning, 26 August 2015, the Civil Court of Bangkok, Ratchadaphisek Road, heard testimony from plaintiff witnesses in the case of the alleged torture of Somchai Si-ueangdoi.
