What are the dreams of families who migrated from Shan State and currently reside in Thailand? Many families hope to be reunited with family members in their home country; but there are many families who hope to begin new lives here, in Thailand.  While Shan children have been growing up in Thai society and feel that Thailand is their home, how should the Thai policies on citizenship and the status of stateless people be adjusted to the needs of this cross-border population?  These issues are addressed in the following report.

On December 12, 2014, Burma Army troops from LIB 573 shot and killed a 32-year-old mentally ill villager, Sai Sarm Tip, at his house in front of his parents, in the village of Wan Tinn, in Murng Yawng, eastern Shan State. The troops had surrounded the house, ordered Sai Sarm Tip to come out, then shot him as he stepped outside.

Burma Army operations against the Shan State Progress Party/Shan State Army (a.k.a Shan State Army-North or SSA-N) in central Shan State since early October have caused widespread damage, loss of civilian lives, and further displacement of hundreds of villagers in Ke See township.   Between October 2-4, 2014, deploying a combined force of nine battalions with at least 2,000 troops, the Burma Army launched a renewed offensive against SSPP/SSA positions in Ke See. Hundreds of artillery shells (60, 81 and 120 mm) were fired, including at civilian targets.

Shan community groups are gravely concerned about imminent repatriation of over 500 refugees from a camp on the northern Thai border into an area of active conflict.

On June 4 and 5, 2012, about 80 people from various community-based organizations, including women’s, youth, environment, community development, media, health, education, literature and culture groups, migrant workers groups, as well as monks and farmers from Shan State held a forum to discuss the current political situation in Shan State, especially the ongoing peace negotiation process. Key concerns raised by participants about the current situation are as follows:

Shan community groups strongly denounce the current Burma Army offensive against the Shan State Army-North (SSA-N) and atrocities against civilians, including shelling of Buddhist temples, gang-rape and using women as cannon fodder.

SWAN strongly denounces the Burma Army build-up around the Shan ceasefire area in Ke See township, central Shan State, which led to the rape of a young disabled woman on the eve of the November 7 election.
