ถึงเพื่อนชาวไทย

ขอแสดงความเสียใจต่อความสูญเสียครั้งยิ่งใหญ่ ของชาวไทยและชาวต่างประเทศที่เสียชีวิตในไทย การ สูญเสียชีวิต ได้รับบาดเจ็บ และทรัพย์สินสูญหายถูกทำลายอันเนื่องจากภัยธรรมชาติ คลื่นยักษ์ในครั้งนี้ เป็นที่น่าเศร้าสลดอย่างหาที่เปรียบมิได้

และต้องขอชื่นชมและยกย่องความช่วยเหลือของคนทั้งประเทศที่หลั่งไหลเป็นธารน้ำใจสู่ภาคใต้ อย่าง ไม่ขาดสาย ซึ่งเป็นการแสดงให้เห็นความสามัคคีและจิตใจอันดีของคนไทย

เกาะสุมาตราซึ่งเป็นจุดกำเนิดของคลื่นยักษ์สึนามิอันเป็นเหตุของภัยธรรมชาติครั้งใหญ่ที่สุดในเอเชียในรอบร้อยปีนั้น จะเห็นได้ว่าเกาะแห่งนี้กำลังถูกทำลายอย่างมหาศาล ซึ่งตามรายงานวันที่ 31 ธันวาคม 2547 มีผู้เสียชีวิตกว่า 45,000 คนในเขตเมืองบันดาอาเจะห์ของประเทศอินโดนีเซีย จากที่มีประชากรอยู่เดิม 200,000 คน หรือ เกือบหนึ่งในสี่ของประชากรในเมืองนี้ เสียชีวิตและอีก 25,000 คนในจังหวัด
สุมาตราตอนเหนือ ทำให้ความรุนแรงของความสูญเสียจึงมีมากกว่าเป็นทวีคูณ

ผู้ประสบภัยยังไม่ได้รับความช่วยเหลือจากรัฐบาลอินโดนีเซียโดยตรงและจากต่างประเทศเท่าที่ควร ยังมีปัญหาไม่ได้รับความร่วมมือจากเจ้าหน้าที่อย่างเต็มที่ทำให้การช่วยเหลือจึงติดค้างอยู่ที่สนามบินและ ที่อื่นๆนอกเขตอาเจะห์หลายแห่ง

การติดต่อสื่อสารในพื้นที่ประสบภัย กองทุนสุมาตราโฮป ได้ส่งผู้ประสานงานชั่วคราวลงไปยังประสาน สามวันแล้วเพื่อทำการส่งข้อเท็จจริงของสถานการณ์ออกมาทำให้ทราบว่าการติดต่อต้องผ่านทาง โทรศัพท์มือถือเพื่อประสานงานกับจังหวัดอาเจะห์และจังหวัดสุมาตราตอนเหนือและต้องหาทางช่วยเหลือ ต่อผู้บาดเจ็บ และผู้ได้รับความเดือดร้อนอย่างเร่งด่วนที่สุด มิฉะนั้นจะมีคนจำนวนมากรวมทั้งเด็ก และคนชรา ทยอยเสียชีวิตอย่างแน่นอนเพราะทนพิษบาดแผลไม่ไหว และเนื่องจากการขาดอาหาร และ น้ำสะอาด มีความห่วงใยว่ารัฐบาลอินโดนีเซียอาจจะไม่จริงใจ กับการแก้ปัญหาที่พื้นที่ดังกล่าว เพราะ เดิม เป็นเขต ปรปักษ์กับรัฐบาล และกลัวว่าทหารจะไม่แยกแยะปัญหาการเมือง ออกจากประเด็นมนุษยธรรม และเลือกปฏิบัติต่อผู้ประสบภัย ความกังวลที่ว่านี้ยังรวมไปถึงการละเลยต่อผู้ต้องหา และนักโทษการเมือง จากคุก ที่พังทลายไปจากภัยเดียวกันนี้ด้วย

เพื่อไม่ให้ปัญหาของภูมิภาคและซับซ้อนมากกว่านี้ ทุกฝ่ายควรตระหนักว่าการช่วยเหลืออย่างเร่งด่วน
โดยให้การรักษาพยาบาล และส่งอาหารและน้ำสะอาด ให้โดยเร็วจะช่วยระงับโรคระบาดที่จะกลายเป็น
ภาระและหายนะอีกที่มิอาจประเมินค่าได้ และจะส่งผลกระทบถึงประเทศไทยไม่ทางใดก็ทางหนึ่งดังนั้น
ความช่วยเหลือทางมนุษย์ธรรมโดยตรงต่อชุมชน ท้องถิ่นจึงมีความจำเป็นอย่างยิ่ง

ที่เมืองบันดา อาเจะห์ ซึ่งเป็นเมืองหลวงของจังหวัดอาเจะห์ มีรายงานล่าสุดว่าร่างผู้เสียชีวิตยังคงกอง เกลื่อนกราดอยู่บนถนน มีภาพการใช้รถแทรกเตอร์โกยร่างผู้เสียชีวิตและฝังกลบในทันที ดังที่ปรากฏ อยู่บนหน้าจอทีวีของไทย ซึ่งต่างจากสภาพการช่วยเหลือที่มีอยู่ในประเทศไทยอย่างมากและไม่ต้องคำนึงถึง บทบาทของสื่อมวลชนที่เป็นสื่อกลางช่วยเหลือผู้เคราะห์ร้ายอย่างในบ้านเรา สภาพที่เห็นที่นั่นคือชาวบ้าน กำลังช่วยเหลือกันเองอย่างทุลักทุเล

จากภาพถ่ายทางอากาศแสดงให้เห็นเช่นกันว่าสภาพบ้านเมือนราบเป็นหน้ากอง ไม่มีโครงสร้างใด หลงเหลือ ให้เห็นหรือจำได้แม้แต่น้อย คงเหลือไว้เพียงผู้รอดชีวิตที่ขาดซึ่งอาหาร เสื้อผ้า ยารักษาโรค น้ำดื่ม และ สิ่ง ต่าง ๆ เพื่อการดำรงชีวิต และจะเห็นได้ว่าสิ่งของต่าง ๆ ไม่สามารถจัดหาได้จากจังหวัดอาเจะห์เอง จึงต้องเป็นการนำส่งจากภายนอกจากเมืองใกล้เคียงเช่น เมืองเมดานหรือเมืองลุกซาวมาเว

รายงานเพิ่มเติมว่าทางรัฐบาลอินโดนีเซียอนุญาตให้องค์กรระหว่างประเทศเพียงบางองค์กรเข้า
ทำงานในพื้นที่ได้ แต่ในทางปฏิบัติเจ้าหน้าที่ของรัฐฝ่ายความมั่นคงยังไม่อนุญาตให้มีการเข้าถึง
พื้นที่ในจังหวัดอาเจะห์และจังหวัดสุมาตราตอนเหนือได้อย่างเต็มที่ หน่วยงานของรัฐและเอกชน ก็ยังคงไม่ได้ใช้ศักยภาพของตนในการให้ความช่วยเหลือชาวอาเจะห์และผู้คนในสุมาตราอย่างเต็ม ประสิทธิภาพ ความช่วยเหลือจากต่างประเทศยังคงรอคอยการเข้าไปให้ความช่วยเหลือ ผู้ประสบภัย ที่เมืองหลวง จาการ์ตาโดยยังไม่ได้รับอนุญาตให้เข้าไปทำงานด้านมนุษยธรรมที่อาเจะห์อย่างเต็มที่

จังหวัดอาเจะห์เป็นพื้นที่แห่งความขัดแย้งที่มีการสู้รบมาเป็นระยะเวลานานกว่า 20 ปีแล้ว รัฐบาล อินโดนีเซียได้ประกาศกฎอัยการศึกในพื้นที่นี้ตั้งแต่เดือนพฤษภาคม ปีพ.ศ. 2546 โดยไม่อนุญาต ให้ชาวต่างชาติและองค์กรระหว่างประเทศเข้าทำงานในพื้นที่มาเป็นเวลาเกือบ 2 ปีแล้ว

เราจะช่วยกันได้อย่างไร

การระดมทุนครั้งนี้จะเป็นการจัดส่งเงินเพื่อนำไปจัดซื้อปัจจัย อาหาร เสื้อผ้า ยารักษาโรค และจัดทำ ที่พักชั่วคราวให้แก่ผู้รอดชีวิต โดยจะจัดส่งให้องค์กรพัฒนาเอกชนท้องถิ่นที่ทำงานด้านการช่วยเหลือ ผู้ลี้ภัยจากการสู้รบในประเทศอยู่เดิม และจะซื้อปัจจัยที่มีความจำเป็นเร่งด่วนจากเมืองเมดาน เมืองหลวง ของจังหวัดสุมาตราตอนเหนือ และเมืองลุกเซามาเว ซึ่งขณะนี้เป็นที่พักอาศัยชั่วคราวของผู้ประสบภัย จากเมืองบันดาอาเจะห์เพื่อนำส่งโดยเครื่องบินและหรือทางรถยนต์ อย่างเร่งด่วนไปที่เมืองบันดาอาเจะห์ โดยตรง

Subject: Calling for Aid "SUMATRA HOPE"

Dear Friends

We are sending you the information about situation in Aceh for your attention. It is still reminded no proper humanitarian assistance due to the civil emergency rule and the conflict with armed militants. However, Indonesian Government has allowed some international relief NGO and some foreign governments to assist the emergency needs for Acehnese victims, survivors and IDPs.

Through the network inside Aceh province, lack of food supply and drinking water are getting more and more serious. There is no proper information from the central government to the victims. The coordination and priority setting of the central government to the rescue and relief work are not established. The victims are taking care of themselves, finding temporary shelters, mostly on their own.

How can we help?

This Aid shall be transfer to our networks in Aceh province directly to organize
Emergency teams to provide all necessary things for victims, surviors and IDPs in at least Banda Aceh, Lhokseumawe and others areas in Aceh province.

Initial Report on Earthquake/Tsumani in Aceh Province, Sumatra Island, Indonesia

The earthquake and tsunami effects and the difficult conditions throughout the
province of Aceh are concerned us as the most urgent humanitarian assistance needed.

On 26 December, news agencies report that phone lines are destroyed and that even the government and the military is still trying to establish contact with their agencies throughout the Aceh province. Communication is still very limited with Banda Aceh, the capital city of the province, and non-existent with most parts of West and South Aceh district. It is feared that these districts are the most affected. Reports from Lhokseumawe, North Aceh district describe vast destruction of infrastructure, a death toll of about 500 persons only in the North Aceh district as well as a high number of displaced people who have taken refugee in buildings and public places placed on a higher altitude. The news later has shown the high raise number of deaths dramatically in total of 40000.

On 26 December, reportedly, the president of Indonesia, Susilo Bambang Yudhoyono
has declared a national emergency and the Ministry of Health are in charge of coordinating humanitarian relief and assistance to the province. Distribution of
rice has reportedly already begun. From an international perspective, the question now is of course whether or not the Indonesian government will ask foreign agencies for assistance in addressing the urgent humanitarian needs throughout the Aceh province.

On 29 December, the Government of Indonesia has issued a general policy which is implemented in 12 presidential orders then development of the policy mentioned is reported to President and Vice President. The said order was spoken by the Minister of Social Affairs Bachtiar Camsah on 29/12/2004 as follows:

1) Evacuating the victims immediately and intensively.
2) Doing arrangements for refugees.
3) Survivor of the missing people and collecting the death bodies.
4) Opening logistic routes and doing re-supplies and distributing logistics needed among others a priority is given to food, medicines, gasoline, shirts, tend, rest room facilities, communication, and transportation. Particularly for a gasoline be assured that a stock of gasoline is guaranteed every day.
5) Rebuilding communication network among regions and cities especially communication to Jakarta, Medan, Sibolga, Banda Aceh, Lhok Seumawe, Meulaboh, Biureun, Sigli, Simeuleu, Sabang, and Nias.
6) Doing a cleaning for the damage cities.
7) Transparency and accountability of relief either from domestic or oversea.
8) Using the government budget for rebuild the impact of disaster appropriately either from domestic or oversea.
9) Maintaining a security and public order.
10) Strengthening the strength of the Police and Military personnel for social operations task or security recovery operations though the amount of victim of the Indonesian Police and the Indonesian personnel are big.
11) Involving non-governmental organizations either the Indonesian Red Cross (PMI), ICRC or other non-governmental organizations in the rebuild the impact of disaster. The government involves a certain non-governmental organization for transparency and financial accountability
12) Controlling the situation, the rebuild be done appropriately.

According to Michael Elmquist, the Head of the UN Office for the Coordination of Humanitarian Affairs for Indonesia on Wednesday (29/12/2004), the victim might reach between 50,000 and 80,000 people. According to the Indonesian Ministry of Health (29/12/2004), the victim is estimated around 36, 268 people.

In addition, the government requests that the relief for the victims is coordinated under the Bakornas PB (Badan Koordinasi Nasional Penanggulangan Bencana) (National Coordination Body of Disaster Relief) which is at the moment temporarily has an office in the Vice President Office Jusuf Kalla located in Jalan Medan Merdeka Selatan Jakarta Pusat. Acting as a chief of Bakornas is Jusuf Kalla. The reason of the said request is in order to prevent complication of airplanes schedules and overload volunteers. And, the Vice President also makes a plan to make an emergency government for all Aceh region due to a region administration in those areas are not function a hundred percent.

Due to restrictions on foreign agencies to be present in Aceh since the start of the Martial Law in May 2003 and the difficult condition in Aceh province as a long term conflict areas, all humanitarian organisations and concerned parties might not be able to access the villages in the province of Aceh easily
