After repeated delays over the past 7 years, a bill to criminalize torture and enforced disappearance may be debated in parliament as part of an emergency agenda. Many past cases have involved activities by the authorities which will become illegal if the bill passes.

Friends and families of the victims of enforced disappearance gathered at Government House to express sorrow for their loss and submit demands to the authorities ahead of the 2nd anniversary of the disappearance of Siam Theerawut, an activist in self-exile who mysteriously disappeared after reportedly being extradited from Vietnam in 2019.

Kanya Theerawut, mother of missing political refugee Siam Theerawut, said at the ASEAN Peoples’ Forum (APF) on Thursday (12 September) that the Rights and Liberties Protection Department (RLPD) told her not to take her son’s case to the UN, as it could ruin the country’s image.

It has been a month since Siam Theerawut went missing along with two other refugees, Chucheep “Uncle Sanam Luang” Chiwasut and Kritsana Tupthai, after it was reported that they had been arrested in Vietnam and extradited to Thailand on 8 May. So far, neither the Thai nor Vietnamese authorities have disclosed information about the three men’s fate.
